You should have a data plan in place, that's all you need though. If you are using a normal phone, the most you will have to spend is $20 a month for unlimited. There are some smaller options that don't cost that much.
You should go with the unlimited until you find out how much you are actually going to need the internet and then move later to the package that fits your needs.
If you are using a PDA or a smartphone, you'll have to have the $40 per month package in place and there are no other options for it.
You can change that plan as many times as you need to; AT%26amp;T does not charge you or change your contract for adding, changing, or removing features on your account.
